How can I start making yeast rice wine?

I'm trying to make rice wine with 2 simple ingredients (steamed glutinous rice and yeast. It has been 2 weeks now and no wine made. I can definitely smell it, but not a drop of wine visible. Dry grains like my perspective. Can it be because there is little I used cooked or steam instead of traditional rice cooker? How I can solve this problem and allow the yeast to produce rice wine?
